ACHA Board of Commissioners

ACHA is governed by a five-member Board of Commissioners, representing a cross section of the community and appointed by the Mayor of the City of Alexander City. One member must be a resident of an ACHA property or program.

The Commissioners are responsible for overseeing the fiscal management of the agency and is involved in reviewing and approving all policies pertaining to the housing authority. Board members also appoint an Executive Director (ED) to administer the daily affairs of the housing authority.

Skipper Worthy, a native of Alexander City, Alabama, was educated in the local schools graduating from Benjamin Russell High School in 1966. Skipper then attended Auburn University and graduated in 1970 with a Bachelor of Science degree in Business Administration. He began his career as a banker In Alexander City, and while doing so graduated from the LSU School of Banking, and became a certified real estate appraiser at the University of New Orleans.

Skipper began his insurance career in 1981 opening the Worthy Insurance Agency in Alexander City. Worthy Insurance has been marketing life and health insurance products throughout the state of Alabama ever since.

Civic involvement through the years includes; City Council member for four years, past President of -the Colonial Lions Club, past board member for the Alexander City Dixie Youth League, past member of the Alexander City Planning Commission and member of the Alexander City Chamber of Commerce.

Skipper is married to Henri H. Worthy and has two children: Melanie Worthy Foshee and Mark Worthy. Planning Commission and member of the Alexander City Chamber of Commerce.

A native of Alexander City, AL., Mr. Tuggle has served on the Board of Commissioners since July 2004. He currently serves as Chairman of the Board.

A 1984 graduate of Benjamin Russell High School, Mr. Tuggle holds a 1986 A.S. degree from Alexander City State Junior College. He is a 1988 graduate of Auburn University with a B.S. degree in Forest Management. Representative Mark Tuggle was elected to the Alabama House of Representatives on November 2, 2010.

He has been a professional forester for more than 20 years and holds a Masters of Science in Management Degree from Faulkner University. Representative Tuggle is a member of the Alexander City Lions Club and the Dadeville Kiwanis Club.

Darrell T. Armour​

Darrell T. Armour

Served as a law enforcement officer on the local, state and federal levels for 28 years prior to his retirement in 2011.

He is currently serving as the Business Manager of Armour’s Memorial Funeral Home in Alexander City, Al while pursuing a Mortuary Science Degree.

Darrell has served as the Coosa County Commissioner of District 2, Alexander City Campfire Board, President of the Goodwater Library Board and Goodwater Re-Development Committee.

Scott Blake is a life long resident of Alexander City…  Graduated from BRHS in 1984.  He holds a Associates Degree from Alexander City State Jr College (1986) and a B.S. Degree in Business from Auburn University (1988). Married to the former Cindy Fuller, also of Alexander City.

Cindy and Scott have 3 children.  Scott is an active member of First Baptist Church in Alex City.  Employed in the Banking and Mortgage Industry since 1989 currently employed with Movement Mortgage.

He is a member of several Civic organizations… Kiwanis, Alex City Arts Council, United Way, Alexander City Housing Authority,  Lake Martin Auburn Club, and Meals on Wheels.

A resident of Alexander City for over 23 years, Ms. Bowers is serving on the Alexander City Housing Authority Board as Resident Commissioner.

She graduated from Highland Park High School in Highland Park, Michigan in 1969. She holds an Associate degree in General Education from Central Alabama Community College. She is a 2008 graduate of Faulkner University and holds a Bachelors and Masters Degree of Science in Criminal Justice.

Ms. Bowers began her career at Ypsilanti Regional Psychiatric Hospital as a Psychiatric Ward Supervisor. There she worked as a team member with Professional Healthcare staff handling strategies, discussing medication, Patient Rights and Policies.

She worked as an Activity Coordinator developing programs, staffing the events, and overseeing the implementation of activities at the Goodwater Senior Center, Goodwater, Al. She has been involved in community action programs such as Focus Hope and Easter Seals. Ms. Bowers is presently the lead musician/pianist at Almighty God Baptist Church in Goodwater, Alabama. Her interests and hobbies include Music, Genealogy and Astronomy.

Ms. Bowers has one daughter, Pecoria Bowers. She is a graduate of Tuskegee University and presently attending University of Alabama at Birmingham pursuing a Masters Degree in Laboratory Science.
